I have some questions about expressions.

I heard that when sending an e-mail, if I don't know the addressee correctly, it's better to use 'To whom it may concern'.
But I also read someone saying, 'if there's no specific addressee, that e-mail will be ignored'.

I sometimes have to send e-mails to a company to ask some inquries that releated to my work.
Until now, those are went in Korean, since I haven't had any event to send e-mail to a company oversea.

So, I wonder that: Is it okay to use ambiguous expressions (like 'To whom may concern') if I don't know the one who is in charge?
